Consultancy for Public Administration

Tinsa has a multidisciplinary team for public administrations to cover the complex needs of the public sector.

CREATION OF ASSET INVENTORIES

Tinsa covers the entire process of creating an inventory including the physical, legal and cadastral identification and the valuation of the assets and rights; the implementation of a computerised management system; the accounting reconciliation and asset legalisation processes, with the update of the cadastral and property registers, as required by current legislation.

All this is required to comply with the Public Administration Property Act and its implementing regulations, which establish the obligations of the various administrations to keep inventories of the assets and rights that they own.

LEGALISATION AND LEGAL ADVICE

We provide assistance in the processes to update and legalise the cadastral and property registers, which includes the formalisation of legalisation proposals and the effective update of the cadastral and registered information.

Similarly, we prepare technical-legal reports for advice on planning proposals, drafting administrative agreements, collaboration agreements, transfer agreements, etc.

VALUATION REPORTS FOR PUBLIC ADMINISTRATIONS

We carry out “Residential Property Reports” in which we research the supply and demand for residential property in a specific geographical area within a certain economic context.

We also carry out market and sector studies at a regional, provincial and local level for various tax authorities, which are used as technical justification by expert companies and as an objective basis for checking the values used by tax payers. (Municipal property tax - IBI, property transfer tax - ITP & AJD, etc.)

TECHNICAL REPORTS

Tinsa prepares various different technical reports such as:
Technical Building Inspection Reports

Cost and investment studies for works carried out on buildings in order to adapt their accounting depreciation.
Diagnostic reports: state of repair, implementation of new uses or functional programmes, construction pathology studies and compliance with the appropriate legislation with a view to optimising costs, refurbishment works and their planning.


DRAFTING OF ARCHITECTURAL PLANS

We draft architectural plans (floorplans, sections and elevations), as well as calculating floor areas of buildings, premises and facilities.

EVALUATION AND EXPERT REPORTS

We provide technical assistance to the regional ministries of justice of the different autonomous regions in legal opinions when Administrations do not have an expert available, and when required by the legal bodies or instructors of the proceedings.
This assistance includes expert opinions for valuing properties or damages to property and the valuation of other types of property (furniture, intangibles), expert planning opinions and other types of expert opinions (calligraphic, etc.), in collaboration with Taxo Valoración.

VALUATION OF PUBLIC ADMINISTRATION ASSETS

We carry out valuations of the various assets of public administrations for the purpose of:
Assessing the feasibility of planning projects
Advice on asset transactions, with analysis of the different relevant property scenarios in negotiations with private individuals and with other administrative entities.
Valuation updates to identify the information required for accounting reconciliations, offering assistance to the various Administrations in implementing the New Spanish Chart of Accounts (PGCP), which was approved by the Order of the Ministry of Economy and Finance EHA/1037/2010 on 13 April.
